President Obama Signs New H-2B Relief Bill

In December, President Obama signed an H-2B relief measure into law. Despite immense criticism, lawmakers who recognized the importance of the H-2B program for seasonal employees were able to enact an omnibus spending measure that will go through September 30, 2016.

The bill will make H-2B returning workers an exemption of the annual 66,000 cap. It also addresses wages and allows use of private wage surveys. Additionally, the measure changes the definition of “seasonal” from nine months to ten months and prevents the Department of Labor from implementing certain provisions that were considered burdensome.
